font-family: 'Sakkal Majalla';" lang="AR-SA">كما تعلمون جميعاً، وكما أحسسنا جميعاً بغَيْرِ قليلٍ من الاندهاشِ والاستغرابِ والقَلَقِ والغضب، فقد فُوجِيءَ الـمُنْتَظَمُ البرلماني الكوني، والمُنْتَظَمُ الأممي كُلُّهُ، وبالطبع الساحةُ العربيةُ جمعاء بقرار رئيس الولايات المتحدة الأَمريكية السيد "دُونَالدْ تْرَامْبْ" بنَقْلِ سفارة بلاده إلى مدينة القدس، هذه المدينة التي عَمِلَتْ إِسرائيل على إخْضَاعِها – بعد أن احتلتْها سنة 1967 – للقانون الإِسرائيلي في سنة 1980، بالقوةِ والغطرسةِ والعنف وتَجَاهُلِ القانون الدولي والقرارات الأممية.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 1.0cm; line-height: 40.0pt; mso-line-height-rule: exactly; direction: rtl; unicode-bidi: embed;" dir="RTL"><span style="font-size: 22.0pt; font-family: 'Sakkal Majalla';" lang="AR-SA">ولا يتعلقُ الأَمر هُنَا بقرار دبلوماسي سيادي للولايات المتحِدَة الأمريكية، وإِنما هو قرارٌ منفردٌ يَمَسُّ القضيةَ الفلسطينيةَ في الصميم، وحقوق الشَّعْبِ الفلسطيني، والحقوقَ الدينيةَ والروحيةَ والعقائديةَ للمسلمين والمسيحيين كافَّة في مقدساتهم داخل القدس الشريف.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; line-height: 40.0pt; mso-line-height-rule: exactly; direction: rtl; unicode-bidi: embed;" dir="RTL"><span style="font-size: 22.0pt; font-family: 'Sakkal Majalla';" lang="AR-SA">والغريب أن المصادفة (وهل هي مُصَادفَةٌ؟) جَعَلَتْ هذا القرار يأتي في الذكرى المئوية لقرار وَعْدِ بلفور سَيِّءِ الذِّكْر، وبعد مرور حوالي أسبوع فقط على اليوم العالمي للتضامن مع الشعب الفلسطيني، مما يَبْعَثُ على الاعتقاد بأَنه قرار يَسْتَخِفُّ حقّاً بمنظمة الأمم المتحدة، ويَضْرِبُ عَرْضَ الحائط بميثاقها وقراراتها، وكذا بالقانون الدولي والشرعية الدولية على السواء.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 1.0cm; line-height: 40.0pt; mso-line-height-rule: exactly; direction: rtl; unicode-bidi: embed;" dir="RTL"><span style="font-size: 22.0pt; font-family: 'Sakkal Majalla';" lang="AR-SA">عمليّاً، نحن أمام قرارٍ فاقِدٍ للشرعية، فاقِدٍ للمصداقية، فاقِدٍ لأَيِّ سَنَدٍ عقلاني منطقي ولكل بُعْدٍ مبدئي قانوني وأَخلاقي، فَضْلاً عن أَنَّهُ قرار يُطْلِقُ أَيْدي المسؤولين الإِسرائيليين لممارسة شريعة الغَاب.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; font-family: 'Sakkal Majalla';" lang="AR-SA">عمليّاً كذلك، يأتي قرار الرئيس الأَمريكي لدَفْنِ كُلِّ أَمَلٍ في السلام في منْطقةٍ الشرقِ الأَوسط، ويجعل الولايات المتحدة الأَمريكية غَيْرَ مُؤَهَّلَةٍ لتَكُونَ راعيةً للسلام، مما يَجْعَلُها خَصْماً لا حَكَماً في سيرورة المفاوضات الفلسطينية الإِسرائيلية التي كانت قد جعلت من قضيةِ القدس، المدينةِ والمقدسات، بُنْداً من بُنُودِ مفاوضاتِ الحَلِّ النهائي.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 1.0cm; line-height: 40.0pt; mso-line-height-rule: exactly; direction: rtl; unicode-bidi: embed;" dir="RTL"><span style="font-size: 22.0pt; font-family: 'Sakkal Majalla';" lang="AR-SA">من هُنَا، نُثَمِّنُ عالياً مبادرةَ صاحبِ الجلالةِ الملكِ مُحمَّدٍ السادس، أميرِ المؤمنين رئيسِ لجْنَةِ القدس المنبثقةِ عن منظمةِ التعاوُنِ الإِسلامي، الذي كان سَبَّاقاً حفِظه الله في مراسلة الرئيس الأمريكي لوضْعِهِ في صورة الواقع الملموس وحَمْلِهِ على التفكير مَلِيّاً في قرارِهِ الذي يفتقد الحكمةَ والجديةَ، والمسؤولية التاريخية، والحِسَّ السياسي والدبلوماسي الناضج والعاقل.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; font-family: 'Sakkal Majalla';" lang="AR-SA">وإِننا في برلمان المملكة المغربية، لَنُعَبّر عن رفضنا لقرارٍ يقْفِزُ على التاريخ، ويُجَانِبُ الصَّواب، وَيَسْتَخِفُّ بالقوانين والشرعية الدولية، ويُعَقّد الأَوضاع على الأَرض بل ويَزيدُها تدهوُراً وهشاشةً. </span></p><p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; font-family: 'Sakkal Majalla';" lang="AR-SA">وهكذا، فإِننا في البرلمان المغربي، وبعد هذه الجلسة البرلمانية المشتركة بين مَجْلِسَيْنا، مجلسِ النواب ومجلسِ المستشارين، سنستضيف إِن شاء الله صَباحَ يوم الخميس المقبل قمةً لرؤساءِ البرلماناتِ العربية حول هذه التطورات الخطيرة التي تَمسُّ بوضْعِ مدينةِ القدس والمقدساتِ الشريفةِ فيها بل وبالحقوقِ الثابتةِ المؤكَّدَةِ للشعب العربي الفلسطيني الشقيق. واستطراداً، سَنَحْضُر وسنساهمُ في جميع المحافل والمنتديات والمبادرات البرلمانية الدولية ذاتِ الصلةِ بهذا الموضوع في أفق التوجه الذي اخْتَطَّهُ صاحبُ الجلالة وتفعيلاً لالتزامات المملكة المغربية، تُجَاهَ القضية الفلسطينية وتُجَاهَ القدس الشريف.</span></p><p class="MsoListParagraphCxSpMiddle" style="margin-top: 0cm;
