Rule 28

By virtue of Article 62 of the Constitution, a special plenary sitting is held to elect the Members of the Board of the House on the basis of the proportional representation of each parliamentary group, at the onset of the parliamentary term and again in the April Session of its third year for the remainder of the said term.

Membership in the Board may not be combined with the chairmanship of a Standing Committee within the House, of a parliamentary group, of the Committee on the Control of the House Budget Execution, nor with the membership in the Bureau of one of the Committees.

Rule 29

Each parliamentary group must file with the Speaker of the House of Representatives a list of its candidates for the membership in the Board, at least twenty-four hours prior to the opening of the sitting devoted to the election of the members of the Board.

Any list that holds more candidates than the fixed number shall be inadmissible.

Where the number of candidates to each function does not exceed the number of seats to be occupied, all the applications shall be presented in a joint list where the positions are defined.

Rule 30

The Speaker of the House of Representatives supervises the election of the members of the Board of the House with the assistance of the four youngest Representatives (two women and two men).

The vote on each list shall be conducted by secret ballot.

The Speaker of the House of Representatives shall proclaim the vote results, which shall accordingly be recorded in an official minutes bearing his signature.

Rule 31

Each vacant position in the Board shall be filled following the same modalities enounced in Rules 28, 29 and 30 supra, at the first sitting held by the House, for the remaining period of the Board’s term of office.

Rule 36

The Board of the House of Representatives exercises the functions conferred to it by the Constitution and the present Rules of Procedure. It, additionally, undertakes the functions related to the management of the House affairs, including:

- Development and upgrade of the House action;

- Organization of external affairs;

- Management of the affairs of Representatives;

- Management of human resources;

- Preservation of the House properties;

- Communication, information and documentation.

Rule 37

In agreement with the Government, the Board of the House ensures the allocation of a time slot to broadcast the House activities on all public media, while taking into account the opposition’s right set forth in Article 10 of the Constitution.

Rule 38

The Board sets the budget of the House and manages its financial affairs. The financial appropriations allocated to the House budget shall be listed under the general budget of the State.

Rule 72

The members of the Board of the House shall be elected on the basis of proportional representation of the parliamentary groups.

A position of Quaestor and/or Secretary shall be reserved by priority and exclusively to a candidate from the opposition, in line with Rule 23 of the present Rules of Procedure.

The House of Representatives held on Monday, October 11, 2021, a plenary sitting, chaired by the Speaker of the House Rachid Talbi Alami. The sitting was devoted to the election of the members of the Board of the House of Representatives.
