Thematic Working Groups in the House of Representatives (Eleventh Legislature 2021-2026)

The tenth Chapter of the House’s Rules of Procedure (October 2017) defines the terms for forming thematic working groups in the House of Representatives, their competences, and formation. 

CHAPTER X

INTERIM THEMATIC WORKING GROUPS

SECTION 1 : GENERAL PROVISIONS

 

Rule 119

Thematic working groups may be established by decision of the Board of the House, either at the initiative of the Speaker of the House, or at the request of the chairperson of a parliamentary group or caucus.

The thematic working groups shall be temporary in nature and shall be dissolved upon the completion of the task for which they are established, or by decision of the Board of the House.

 

Rule 120

Interim thematic working groups may only be established if their tasks relate to:

-  The exercise of a competence of two or more standing committees;

-  The conduct of studies and research and the preparation of reports not falling within the legislative and control scopes of the standing committees.

Rule 121

The interim thematic working groups shall be composed of a representative of each parliamentary group and caucus. The principles of parity, specialization and expertise must be observed in their constitution.

Vacancies are filled according to the proportion of each parliamentary group or caucus.

Rule 122

 The interim thematic working groups shall consist of a chair and a bureau comprising two members, one of whom shall be from the Opposition.

The Board of the House assigns the chair of the group to one of its members on the basis of the proportional representation rule.

Rule 123

 The interim thematic working groups shall carry out the tasks assigned to them in accordance with the conditions and rules laid down in the present Rules of Procedure, and on the basis of the mission assignment laid down by the Board of the House in the decision of their establishment.

Rule 124

 The interim thematic working group shall submit its report within a maximum period of three (3) months from the date of its establishment. Should that not be feasible, it must submit a progress report on the basis of which the Board of the House decides whether the group should complete its mission until its end or terminate it at that point.

Rule 125

 The reports of the interim thematic working groups shall be submitted to the Board of the House, which shall decide their outcome. If the Board decides to submit them to the plenary sitting, it shall then disseminate them to all the House members at least forty-eight (48) hours before their discussion in the plenary sitting.

Rule 126

 

The Board of the House shall make available to the interim thematic working groups all the necessary material and human resources, including the expertise and consultations required to assist them in carrying out their tasks in the best conditions.

SECTION 2 : Group on African Affairs

 

Rule 127

With a view to strengthening cooperation and solidarity ties with African peoples and countries, which has become a strategic choice;

Strengthening and contributing to the success of the process of political, parliamentary, economic, social, cultural and security cooperation based on the close ties and relations forged by Morocco over the years with African countries;

Aware of the important role assigned to the House of Representatives in supporting and developing these relations;

By virtue of a decision of the Board, an interim thematic working group shall be established and tasked with the monitoring of various areas of Morocco-Africa cooperation through the mechanisms available to the House in legislation, control and scrutiny, evaluation of public policies and parliamentary diplomacy; in addition to the task of exploring all means of support and undertaking initiatives to strengthen African solidarity.

The group shall prepare reports, conduct research and studies, and organize scientific and parliamentary seminars on the African continent and Morocco-Africa cooperation.

The group shall comprise at least one member from each parliamentary group and caucus, taking into account the rights of non-attached representatives.

SECTION 3 : Group on National and International Affairs

and International Humanitarian Law

 

Rule 128

In accordance with the fundamentals and principles of Morocco’s foreign policy, which is based on openness, coexistence, communication with different peoples and defense of the just causes in all places; and within the framework of the parliamentary diplomacy of the House and in view of the competences of the standing committees, a number of interim thematic working groups shall be established, within the scope of their competences, and be entrusted with one of the following themes:

- Defense of Morocco's first national cause: the territorial integrity of the Kingdom;

- Establishment of the Maghreb Union;

- Arab, Islamic, European, American and Asian cooperation;

- Just cause of the Palestinian people.

In addition to the above, an interim thematic working group on international humanitarian law shall also be established and serve as a mechanism to supplement the provisions of international human rights law. In its capacity as a proposal force, it shall contribute to adapting the Moroccan laws to the provisions of the international humanitarian law; disseminate its provisions and promote its culture.

These thematic groups shall conduct studies and research not falling within the legislative and control scope reserved to the standing committees.

These groups shall be subject to the same provisions laid down in the Section 1 of the present Chapter.
